Gen 5 is one of the worst Pokemon games. The dex is uninspired and just a knockoff of Gen 1 for the most part. The sprite animations and overall graphics are a total downgrade from Gen 4. Even the story is overrated by the Gen 5 fanboys that obsess over N. Also we never needed B2/W2.

How do I download it and what emulator do you recommend.

Definitely an electric type, since Gen 1 had 4 starters and one of them being Pikachu. Easy choices would be mareep and shinx for their respective gens.

I've always been curious about how each region governs differently and who governs each one. Lemme know what theories or lore you know about!
