For Hacks:
1. Story
2. Basic Logistics (Map, Pokemon, Items, Attacks fixable by tools)
3. Changed/Added Features (usually involves scripting or ASM)
4. Spriting (I reverse the order because I have no ability in art.)
For game remakes, the same applies, but steps 1 and 4 are optional.
The only limitation I found was that I could not manually repoint the hex offsets and that all Pokemon (including the ?? fillers) had to have at least one attack. I had to use PokeEditPro to fix that.
1. Poor Balance (Catch every legendary/starter within the first few gyms, new/adjusted Pokemon total stats above 600 IV+, learning powerful attacks too early, adjusting gym leaders to only have weak Pokemon)
2. Poor Plot (at the least, the plot shouldn't be worse than the game you hacked)

All of them work after you expand the size of the ROM. I'm working on one right now.
Basic modifications that don't increase the number of features (Pokemon, items, etc.) should work.
NarutoActor, I don't see why people shouldn't be discouraged from asking questions. If a "newb" asks a question that's already been answered, a simple link to the previous thread would be suffiecient with instructions to PM someone knowledgeable for further questions. That's how I treat...

I'd say ASM is difficult (as in I want to cut the amount done to an absolute minimum), but knowing how bad I am with pictures, spriting is a close second.
I'm fairly certain the attacks flagged as "contact" (those that trigger the rough skin ability) were the ones changed to physical attacks in D/P. Wouldn't changing how the game engine treats "contact" attacks be the only necessary change?

I agree with Naruto Actor. I'm trying to add all the non-redundant TMs from all the previous Pokemon games onto Emerald and that would be a great help.
I could just use Pokemon Editor Pro for editing moves, but if you can add the functionality to change movesets (with copy/paste) to your GBA...
