when you use cheats to walk through walls, get all tms, i think it's ok. but when you overhack a pokemon (example: 500 attack on a heracross when it's max attack is 383) and send it on competitve play is when it SEVERLY crosses the line lol. illegal movesets also. if you're going to do it...

it means they are too powerful for standard play whether is it's determined by stats and or moveset availability. they are not allowed in standard matches, only in uber matches. and to make it clear, garchomps and tyranitars are not ubers, nor will they ever be -_- there are lists of ubers on...
