How do I get into the Simple questions for Pokemon Ruby/Sapphire/Emerald?, when I try to go in that section I get a 404 error thing.Anyone know how to fix?

I cant view the Simple Questions Section in Pokemon R/S/E ither.I wanted to look in there to find out how to add your own pokemon,gym leaders,trainers and maps into Pokemon Ruby.So how would I fix it so I can view the Simple Questions?

How do I add new pokemon and new trainers to pokemon ruby? also How do I add on new maps?I would post this in the simple questions section but it doesnt let me get in that section it gives me a 404 error.
