Well, it's just theory on Creed's part. Creed believes that he was created because of Mako's weakness. Problem is, recently Mako's been getting stronger, and he was even able to use attacks that were originally unique to Creed. Because of this, Creed thinks that he's assimilating with Mako, he's gaining abilities that Mako has and vice versa. It's also because there is the chance that he is turning into a Zweilous, since there is no mention of Zweilous being blind (though, from appearances, one would surmise that they are).

Creed doesn't really care much for age, reason being that, technically speaking, he's not even a year old. Other than the fact that he's straight, he isn't much of one for restrictions.

...Not that that makes it any less disturbing -_-
