Try tile molester alternate, it has support for .pal-files.

I vote for Shattered Dreams because I like the story and the implementation most. It is just perfect as it is.

Like most people cause there is actually no click-to-get-what-you-want tool. You could try to get some basic knowledg, there are a few tutorials here.

You can increase/decrease the color depth with irfanview. You can also edit the palette to your needs, just play around to get the best results.

I agree. Dont forget that there are many game developers/hackers from other countrys, many of them can not write/speak with proper grammar, including me. But as someone already said, you can get some people to check those things, it's better to aim for the best and make it look professional.
