    i've spent an hour trying to make this ROM function. changing the save type, different emulators, direct porting, nothing has worked at all.

    Not sure if this was ever addressed,but in Hepatica town,if you white out during the fight with multiple bandits you won't be able to receive fly and the pokemart stock stays the same.
