Is their a way to get my Kadabra to evolve in an Alakazam and can Scyther evolve into Scizor? If so how

Is there a way to get more than one Electirizer because I had one on my electabuzz then I took it off and gave it the expert belt but I still had room in my bag for the Electirizer but now it's not in my bag anymore

Does anyone know where I can find Electabuzz and yes I've looked on the pokemon locations document and it says whirl islands electric area and has far as know the whirl islands don't have specified areas or do you mean the whirl islands and an area in the safari zone?
