    I've never tried it but it looks like Project Pokemon Rom editor could work https://projectpokemon.org/home/files/file/2072-project-pokemon-rom-editor/ When you open it click file new project and insert the rom. Then click edit and click pokemon editor. I'm not sure if you can modify a rom hack...
