Try an app called tcg hub from the Google play app store it is a collectors app that gives an indication of the value of each card and allows you to keep inventory of what you have
I'd always advise the newest set as they will stay relative for longer and depending if budget allows then the elite trainer box's are a solid go to as they will also proved sleeves and a nice checklist. However if your on more of a budget then some of the older set can often be found cheeper

I currently have a binder for each set which hold one or every variant of card all sleeved included the commons I then have all my duplicates sleeved in penny sleeve and stored in cardboard card storage boxes
Personally anyone looking to purchase packs of that value and that vintage is either a sealed collector and is never going to open them so will appreciate them being graded already or is a youtuber who will possibly want to open them but won't mind paying the extra premium
