how do I evolve machoke or kadabra? how do I evolve yanma or gligar?

I'm stuck in lavender town. can't go west lvl 100 underground path, south is snorlax and tower I can't go up the stairs after I beat lady blocking it. Did I miss something before being teleported to lavender or something?

Well I found Volbeat at the bug catching contest on Thursdays. Caught one and had it relearn flash.

I only encountered Charmander's in mine. Prob a 5-10% chance. Saw many. You also get one in Goldenrod Poke Center.

anyway to get Flash TM 70 again? Deleted original and Goldenrod does not stock it. or anyone know where to find voltbeat? only mon that learns flash by level up unless this rom hack changed and another mon learns it too.
