I think the requirements are randomly different maybe? For me it was similar to what No2h said. I tried all the stores/cafes and such in the city and at the end I took a Furfrou to the grooming place and they let me in. Nothing to do with certain clothes.
Indeed it is DamienHelvian, and it's only for one of them annoyingly enough. You'll only ever encounter one of the Legendary Birds depending on your starter.
The Ice Rock for Glaceon is in the Frost Cavern (You'll need to travel the surf route to access it)
The Moss Rock for Leafeon is in the forest before Pokemon Village.
I managed to get a Sylveon from a Level 19 Eevee that already had a Fairy-type move. What I did was raise its affections to max (5 hearts) and then leveled it which evolved it.
Interesting little thing I noticed when capturing some Pokemon in the Friend Safari. I decided to do the ol' hold A/B combo when throwing a pokeball out and low in behold it captured the guy much quicker than normal. I noticed that before it hit the ground it shook in the air slightly before...
You just need to keep encountering the bird several times (most say around 11 times) and eventually on the map you'll see the Sky Den flashing, meaning its there.
If I remember correctly you need to go around the left of the 'ultimate weapon' and there should be a diagonal path that leads off. (You might've ran into it earlier in the game but couldn't do anything).
If we're talking before the League, I'd say try the Battle Chateau if you haven't done so already. I haven't personally completed it fully but it should gradually meet your pokemon's level as you progress up the ranks.
So I have a question. I've managed to capture Moltres but I'm curious if it's even possible to encounter Zapdos and Articuno? There's been murmurings that their appearances are determined by what Starter you picked.
