While I've mapped out most of the areas and sketched the story, the events (NPCs, etc.) still need to be added. That's where the most time is spent on.

I have never found the data for the level-up moves and TMs. Same for dungeon item data which I couldn't figure out.

No, most sprites will be kept for existing Pok?mon. However, I'm going to reuse older sprites for Pok?mon that went under drastic design changes (namely Octillery and Jumpluff).
