I've figured out the Celebi problem. You don't need him/her. I caught all the Legendaries and tired of having the Celebi event not work, I decided to see if the ranger would let me in the cave and he did. It also seems Angallean(sp?) does not talk about Celebi when you talk to him at the final...

I'd just like to mention to dirk123: you had a bug where you don't recieve the Blackglasses, but I got them. Also, I got Lugia after the 8th badge in Johto without the Silver Wing. Just figured I'd point a couple things out. Props on the walkthrough and fantastic hack!

Oh, that sucks. I really wanted to complete the game too. :( Oh well, still a really enjoyable hack. One of my favourites. Just out of curiousity, how much more of the game is there after catching all the legendaries?
