I think I just figured it out. I am coming to the end of season 3, somewhere in the middle of Johto Journeys. So far there has been one movie for each season; The First Movie might go after episode 51, which is the end of season 1. Pokemon: 2000 would go after season 2, which is in the middle...

It's all just the mystical world of Anime, the creators can do whatever they want with it. Ash has been growing all these years, but he still remains a kid. Anyway, we can all dream that by some miracle the next season brings all the old voice actors back.
