Wierd. Gligat evolves during the night while holding a Razor Fang. The game's time depends your pc's time, so changing your pc time to night will also make it night in the game. You evolve Sliggoo by levelling it up while knowing Rain Dance.

Are you Popi on the Discord server? If not then I'd recommend going there anyway, someone can get you a save there. This might have to do with your save file being from an older version.

Did your autosave happen after you lost to Chuck? If not you could use that. Also, did this happen in 2.22? That said, if you truly are softlocked and don't want to start all over again, then you could ask someone on the Discord server for a save file. This is a fan game.

To get past this you have to do the 1st Nanu battle in 2.21. There aren't any other workarounds and it'll hopefully be fixed in the next version of the game.

Silvally's memorys aren't in the game. If you want to change its type, use one of Arceus's plates instead. It's never a guaranteed catch if you use a timer ball on a pokemon with a low catch rate. If you want the maximum catch rate on a timer ball, you will have to wait 10 turns.

Are you on a version that's older than 2.15? If so, you should update to 2.19 (2.20 has various bugs). It'll fix the issue.
