Would it be possible to do this with an AR code or using a hacking tool?

Right now Im using PKSV-UI(Not sure if it's the best tool) and want to have custom move tutors. The script editor has a custom one, but you need to enter certain values for moves(And I don't know them). Could someone provide the list of "table values" as it's called for moves or write a script...

I found a Sprite editor (NSE 2.0), but whenever I open the sprite that shows in the intro(are you a boy, or a girl? It just shows up in black and white). Either i'm stupid, or the game is bugged. I cannot get inside the silph co tower. I beat the Game corner, Beat Lavender Town tower, got the pokeflute, and even got the hm surf and fly. Can someone explain why I can't get the guard to move from his spot infront of silph co?
