At what part of the game is an oceanview city open? Is it open before the postgame or after?

I am looking for certain new types of stones for new evolutions. I was looking forward to using epoch venipede on the team and I had no idea where to get a gem stone. The same goes for all evolutions as well.

I have another question. Are there other ways to get items from the rocks? For example fossils, shards, and Plates.

Hi I'm a huge fan of the game and I've played all the way till postgame. Anyways I've been playing on Android with Joiplay and every time I go to the certain city in the postgame it blacks out for 3 minutes, says its not working and then works again. Idk 8f it's a bug or Joiplay acting stupid...
