4th Gen Dialga or Palkia
Palkia is faster, but to defeat Dialga, he must use Aura Sphere or Earth Power. Since Palkia is dragon/water, I don't anyone using those moves on it, normally will use Surf /Ice Beam / Spacial Rend / ???. Dialga is dragon/steel is more likely to use Roar of time / Flash Cannon / Ice beam /...- tidus28
