    I would just suggest that you get any kind of MIDI sequencer. There is no such program to make music specifically for Pokemon games. GBA games themselves have used certain trackers, but it's easier to just simulate the sounds with MIDIs. If you're looking for 8bit though, then MIDI won't do...
