Is there a way to get to johto and kanto in ruby/sapphire?

I am using a rom right now. I'm having difficulty patching this rom for all the pokemon to the game. It says it worked, but nothing changes in the game. . . . Anyway, do you know if there's a way to link from the older games? Because I had 200 + on my silver.

Ok, this is prolly a stupid question, but I just started playing ruby today. I noticed that the pokedex is alot different from the older versions, starting at Treeko. When I went to the pokemon website, i noticed many pokemon missing from the line-up. Are these pokemon non-existant in this game...
