You can actually catch a lv.4 Heracross...in the early routes. I encountered one myself; I think it's after the first city with a gym, to the right.

Um I got a problem, the hms/tms for the pokemon, they can't learn it... Example: Piplup can't learn surf, Altaria can't learn fly.... Also since when can Ivysaur Fly?
