I get low CP Pokemon too at level 25, but the whole random spawn concept doesn't seem accurate. Coming across a Pokemon while with a low level player and their Pokemon having a lower CP makes sense, but what about evolved/rare Pokemon? I understand that. I'm saying that when you're a low level trainer you don't come across high CP/evolved/rare Pokemon. At level 25 I get all kinds of Pokemon I never saw at lower levels. If a low level trainer walked with me would the same high CP Pokemon that spawn for me be available for them...
