You can just rename your pokemon in the Party menu, don't need the npc. And yes jastolze was right I mean the item metronome which I am still looking for if anyone knows where it is. Edit - You get it from the lady who gives you Alcremite.

Can you still get Metronome (the item) in 2.2b? I am pretty sure I found it once in one of my other playthroughs after it was removed from chatot but I can't remember where and it isn't in any of the documentation.
