Just cause one dev did it doesn't mean it's doable for most devs. The hack was released in 2015, and had it's last updated in 2021.

It is normal for difficulty hacks, which you already stated in the Crimson Red (another difficulty hack) thread you don't like playing, yet continue to play and complain about xD Why do you insist on playing hacks you don't like and then complaining when you don't like them?

The same way you get it on any other emulator, patch it and open it up in Delta. Although Delta doesn't use a mGBA core, so you may run into issues.

Most of the time dev(s) tell you when save files are incompatible with an update, so I'm assuming you are save. As for transferring saves, make sure the new patched ROM is the same name as your old one when replacing it.

The same way you patch any other hack. Get the base ROM needed (in this case Emerald) and the patch, and use a patcher to combine them. romhacking.net has a browser based patcher so you can do it on any device too.
