Pokemon Rumble U, 1900 and above!

How do you get a Pokémon power level 1900 or more in Pokemon Rumble U? The highest level I ever gotten without NFC figures is 1849. Is there a way to UP the Power levels of Pokémon (excluding NFC figurines)?

All 3 areas in the secret warehouse DEMAND that ALL Pokémon are 1900+ or higher in power level as part of a challenge. Is there an easier way to do this?
