I still used Pokemon Essentials, is there another ROM Base except Pokemon Essentials?

Pokémon Essentials isn't a ROM base. It's a Pokémon Starter Kit for RPG Maker XP. For ROM bases you should probably check out the ROM Hacking forum just above this section on the forum index.
