Question Grading cards with gray dots

I have McDonald's series Pokemon cards with gray dots and I'm wondering if there's a chance they'll have a PSA rating of 9 or 10.

I have read that many cards have been printed with this defect and perhaps the PSA is less restrictive for these cards.

possible but this might make the card worth more sense the card is a misprint
