How do I play other peoples games that they made (it is an IPS, which is a patch file, but how do I work it correctly so that it can be played)?

If you would have had a look at the stickied thread, which is carrying a "[READ]" prefix, as well as the title "Frequently Asked Questions", you would have found a section that is dealing with IPS-Patches, as well as a link to another FAQ thread, that explains step by step how to use them.
Please have a look at the stickied thread before posting in the future!
