[Graphics] Incorrect palette on badges in Pokemon Emerald

I have absolutely no idea why but for some reason, despite the palettes being COMPLETELY IDENTICAL in both the hex code and the palette viewer on VBA, whenever I import the new badge image using either NSE or UNLZ there is no black outline. If anyone has ever attempted to change badges in Emerald I'm positive you've run into this as it should be guaranteed to happen to any replaced image using this palette. For people who tried to change badges, what did you do to fix it?
