Second, Ice Beam is slightly better than Blizzard, when you don't have hail up, at least in my opinion.

If you're training for Red, then, get to level 70, get rid of Rock Smash and Cut for Ice Punch and Earthquake. And maybe Leaf Storm/Frenzy Plan for Crunch, since they clash.
