Yeah. It's because Croagunk is the city's mascott. They want to make the Pokemon shine! ^^ My guess though. Also, I wrote some questions for you guys:

What is the reason that you liked Pastoria City?
The reason is they have some Poison Pokemons in Pastoria City.

Q: Why do you like Pastoria City?
A: Because it's a good city.

Q: What do you like the most in the city?
A: I liked the gym the most.

Q: Do you like Croagunk/Toxicroak?
A: Yes, I liked Croagunk.

A: Croangunk...the first Fighting/Poison Pokemon If I recall corectly...O.o

A: Yes, I especially love Toxicroak...xD
 
Q: Why do you like Pastoria City?
A: Because of the Great Marsh, and I always go to the underground from Pastoria, and for some reason whenever I decide to Fly to a Random place for WiFi or Pokecenter purposes I always seem too choose Pastoria O.o

A: Great Marsh. Croagunk, Yanma and Carnivine.

Q: Do you like Croagunk/Toxicroak?
A: Yeah, Croagunk was my favourite Pokemon for a while and is slowley creeping back into 1st posistion.
