10km eggs

You can get them at any level, I got my first one shortly after starting the game.
From 10km eggs you can hatch Elekid, Magby, Smoochum, Dratini, Omanyte, Kabuto, Aerodactyl, Pinsir, Hitmonchan, Hitmonlee, Lapras, Scyther and Snorlax
Prior to the baby Pokémon being introduced you could hatch Eevee, Magmar, Electabuzz and Jynx. It's possible Hitmonchan and Hitmonlee will be replaced by Tyrogue.
How many eggs have you gotten? I'm at level 24 and have gotten 162 eggs and have gotten 12 10km eggs. I hatched Scyther, 2 Eevee, Lapras, 2 Electabuzz, Magmar, Pinsir, Dratini, Elekid, Magby, Smoochum
Right now I've noticed 2km and 10km eggs are a lot more uncommon, I get 1 or 2 of either 2km or 10km for every 10 5km eggs I get, they say they have even spawnrates but I doubt it. I also don't believe it's based on location as in the past 2km eggs were as common as 5km eggs.

Most people get 10km eggs roughly 10% of the time, some a little more, some a little less. You can pick up 10km eggs literally as soon as the game begins and you spin your first PokéStop. It's all chance.
Level 20 is a very important milestone, though. All Pokémon are capped at a maximum of level 20 when they hatch. This means if both of us happen to pick up a 10km egg and we both hatch Snorlax, your Snorlax's max level will be the same as mine: level 20. Of course, I'll be able to power it up more since I'm higher leveled as a player, but the starting point will be the same. This won't be true for players under level 20, though, so again, reaching level 20 is a very important milestone.
I have only hatched half of that at 52. Got a pichu, igglybuff, ponyta which is one of my favourite Pokemon....haven't hatched the 10km yet but half way there. I've picked up the pace since I've decided to make videos on the topic!

I do not recall anyone saying this, ever, who do you mean with "they"?
10km eggs are quite rare, so everyone can go for quite a while without getting a single one. Around 10% looks right.
I think "they" is Niantic?

I've sorta had a reversal of fortunes compared to the OP. Before I got to level 10, I had obtained about 5 10km eggs just from Pokéstops alone. I'm now level 19 I think (haven't played in a while) and I barely get 5km any more let alone a 10km egg. The last two 10km eggs I hatched anyway were of pokemon that are common around my area too, so pffts.
