    I actually have both these cards! Unfortunately, neither are particularly good; the function of them is too facilitate atticking when you are screwed for energy, either by providing a low energy attack, or by allowing access to previous evolution's low-energy attacks. The only other reason to use Recall is to access a BETTER attack from a prevo, but if that is the case, why did you evolve it?

    Either way, these cards are designed to help you out if you are in trouble. The problem with them is, though, that a well-designed deck shouldn't actually be in trouble ever, making the use of them rather pessimistic. There are far more proactive trainers to fill these slots, imo.
     
    Well. Water Cube sucks >.>
    The only Water pokemon that would benefit would be a basic that is stuck in the active position. Once it evolves, 20 for W is somewhat lame (even if it is to anything). You'd need 3-4 of these for a consistent basic attachment but you could benefit further by just bumping up your lines to get out the evo card. Meh don't play it.

    Recall has limited potential depending on what deck. I can't think of many cards that would benefit on using it's pre-evos power above its own. (Magikarps flail perhaps or some sort of self destruct).
