90HP is pretty good, but there are a lot of powerful Pokémon in the set so it might not last very long without Special Metal Energy.
The first attack helps with drawing, sure, but otherwise it's a bit of a waste of space.
I don't like Flash Cannon. Too underpowered, even with basic Metal Energy.
Weakness, resistance and retreat cost are fine.
Only 6/10 for this one.

I'll just view it in a "DP" only perspective... since I'm only very very recently trying to re-pick up the pokemon TCG. "DP and beyond" sounds like a good place to start over.
Unfamiliar with what drawing power is within DP since I'm too busy to read all the cards right now (screw you English Essay), so I think Dialga will be directly related to what good trainers are out there. It got nothing good except the first attack... 2nd attack is just pointless. 10 dmg and a draw might be stalling, but if there's no other draw power out there, then I'll stick with the little that is given to me. It's a basic energy, and it's a 90 hp stall, and it draws. It's better than nothing.
