First, talking about stetics (sp?), this card looks very empty...
Second, the art is great.
Third, I really don't know why is it rare...
So, I still remember the times when evolved Pokémon had Poké-Bodies and Poké-Powers, where the effect text was big and the attacks were cool. And they weren't rare...
Rhydon, Stage 1 Pokémon, evolving from Rhyhorn. Only 90 HP! I always thought Rhyhorn had 50-60 HP, and Rhydons 100 HP or more!
There are 2 Rhyhorn to choose from, HL's and EM's, and both have 60 HP...
Attacks on Rhydon: Horn Attack, low cost, below average damage for a full evolution, no effects; Rock Tumble, high cost, nice damage, useful against flying Pokémon.
Not a bad card, but I wouldn't want it on a deck...

I agree with QFred to a degree. It's odd this card has no frills but that doesn't hinder the fact this card can do nice good cheap damage all with a reasonable retreat cost.
All the prior Rhydons have had three. So this is a definite surprise.
Definitely something you want for a fast enough hitter. 30 isn't anything to sneeze while you charge for the Rock Tumble.

Works in a lot of decks, but HP is subpar and Rock Tumble's cost is still a bit too steep for my tastes...
