Can I play a chinese pokemon game on a 3ds from usa?
If it's possible, can the language be changed in the chinese pokemon versions?
(I'm refferring to xy/oras)

Nintendo region locks their consoles, and I don't believe that China and the US are part of the same region, so my guess is that you can't play a Chinese cartridge on a US 3DS. That aside, from what I can tell, none of the existing Pokemon games have been released in Chinese (according to https://bulbapedia.bulbagarden.net/wiki/Pokémon_in_Greater_China). It looks like there will be Chinese language versions of Sun and Moon, and it looks like there are Chinese language versions of the gen I re-releases, but the gen I games only seem to be on the US e-shop in English, French, and Spanish, and I don't know where the Chinese versions of the gen VII games will be available or how region locking will factor in.

The consoles are heavily region locking which only you can play US games and not non-us cartridge. However, with little homebrew it is possible to play regardless
