My vote goes to moments. Concept and execution shone much more than Dukey's.

Both the entries are very nice graphically, however they both seem a bit too obscure in relevance to the theme.

I'm assuming Ramen is using whatever is strapped to the persons head as the subject of the addiction?
If so you need to make this much more apparent as all that's visible is some funky glasses (which I actually wouldn't mind having a pair of myself) and a plug socket.
It also seems too calm, addiction being a tense and extreme feeling this doesn't fit. I suggest having a larger focal or using up some more of that white space.
What I'm most puzzled about though is the text; Where does 'evolve' come into play? If you can see a relation that I don't between the two then you need to make this more apparent, otherwise it looks like filler.

Moments' intention is clearer which is why my vote goes to them, but it still looks like they're forgetting the theme a little.
You've gone for bright colours and a '3D' effect which is hitting the whole glam drugs thing right on the head, but the lighting then draws us out of that straight away;
You get the impression she's at home with mum and dad rather than being at a party.
I also would've steered away from the word 'impaired' and perhaps gone for a word with a bit more impact.

I was generally expecting more impact, and perhaps a darker take than either of you did. But still nice work to the both of you.
