I have that card, it's really powerful.

Power: Making your opponent's pokemon unable to reateat, would give you some advantage when you play Octillery from your hand or from the bench since the Defending Pokemon maybe weakened.

Standing by: It's a great attack that increases Octillery's second attack greatly (by 90 points). It's good, but you loose a turn in order to do 120 damage in the next one.

Pulse Blast: A nice attack with a fair damage. Also It's powered by Standing By. Nice card 8.5/10

I like this card.

It can do massive damage and has enough HP to stand up while building the attack.

Also, the disablity of retreating makes the DP an easy target for Powers and bench attacking.
