70 HP: He's staying put.
Night Song: Good cheap gust of wind and staller. And sleep to boot.
Plunder: Decent damage, good effect with Pokemon tools (which is often enough.)
Energy cost: Quite surprised it's all colorless, can fit in anywhere.
Retreat cost: Could be free retreat. One is still alright.
8/10. Good effects, good speed and a staller and fits anywhere. And if one can crush the Tools/Berries, it's all gravy.
