It is the first Pokémon with both Body and Power, but it isn't the first not to have attacks... I believe some babies back on NEO days had just a Pokémon Power...

Anyway. This card is only good for, well...um...decreasing Wigglytuff's Retreat Cost? That's it.

To be perfectly honest, if you were playing a WJIggly centric deck, having one of these would be awesome on the bench. (Free retreat for Wigglytuff ex? Thats great!).

But since all the Wiggly/Jiggly cards in modified are a load of pants, this card becomes just as useless here, a waste of deck space, a bad starter etc. 3/10
