I'd go with Base Set Clefairy or Jungle Clefable instead. They've both got Metronome, which is much better than Copy because it does not require them to have sufficient energy to use the copied attack. Also, Karate Chop isn't that great of a move.
Also, weakness to water is a bad think, even if not as bad as to grass, like most of the Rock/Ground Pok?mon on TCG!

RC 1 is not that bad thing! Will not let you use the **** attack, but meh... It's better that RC 2. Is also a good amount and usual on Basic Pok?mon, especially Rock ones!
Untrue. If you're referring to the Modified format, or to Premier level tournaments, then yes. However, there IS this little thing called Unlimited where you can use any card released in English except for Ancient Mew (translation difficulties).
There are ways to use Copy, but all of them involve massive quantities of Rainbow energy, which is not legal under the current Modified format. Currently, this card has no value whatsoever.
I'm sorry, but this card sucks. Karate Chop is a really lame attack because of the about of energy to use it and then they give you a lame -10 for every damage counter on it. Copy is also very lame, metronome is so much better. And what's with the no resistance and 60 HP? That's pretty weak.
