A bit of Gastrodon trouble

I've been EV training on wild Gastrodon (for HP) for a while now, I started to grow attatched to them. But I have no idea how to use it. I has decent sp.atk, great actually, so is this a good set?

Gastrodon
Nature: Quiet (+sp.atk,-speed)
Ability-Like it matters, I guess Sticky Hold
Rain Dance
Surf
EQ
Ice Beam

I'm not really planning on using it, but it will be on my team from time to time.

Quite a useful pokemon to use. Though it will take some time before it gets noticed. It can be a physical and special attacker which does make it useful. Though it would look like a watered down Swampert.
