Adding effects to type ???

Ok, so I attempted to edit the ??? type to change it's strenghts and weaknesses. I did this using the Gen 3 tool programm and the tye effect editor. Thing is, when I tried to test the effects out, the ??? attack did so litte damage and did not hit the pokemon super effective, that has the type weak to the ??? type. Any way I could fix that? Or do I need to edit the types differently?

Btw I'm hacking Emerald.
