[Tool] Adding new mons to Emerald

I want to use a Pokemon expander, like in PGE for Fire red. I want to use it to make like Pokemon with different abilities. I am not sure how to use Emerald expand thing. Is there an alternative. Can I use HMA for it and how?

There is a way to expand that stuff but It uses python scripts and stuff but no tools are available like there is for fire red such as pge just google it s thread on here should pop up
