[ASM & Hex] adjustment to Lightning rod ability and adding move effect question

hello all

I have some questions on hacking the game
while in time I may find more questions I wish to ask, for now I will start with the these 2

first off, I always had assumed the ability Lightning Rod also granted the pokemon immunity to electric attacks, seemed i was wrong, failed to realize the pokemon in fact was a ground type XD
anyway, I gave some pokemon the ability with the idea of them having said immunity
so now I wish to change lightning rod in order to fit this goal together with the original effect

can this be done and if so, can someone explain to me how i can do this?

question 2
I wish to make an move effect that works like a full restore
i assume i need to basically get the full restore effect hex and place it in the list of move effects list
however I have no idea how to actually read hex, so how to find the location for the full restore effect and the right location to place said effect hex, that is pretty much beyond me
so if anyone could help me with this?
