Well, I am sure Kairi recieved the Admin position because she deserves it. I am not sure if you must have to have a community site to become an admin, clearly that isn't the case. But seriously, why is it that every time someone recieves a certain position as a forum leader, someone always has a problem with it? I am sure Steve and the other admins know what they're doing. XD

Up until now, Admins have always had to have a Community Site in order to gain the title. Abby's just such an essential member of the community that she deserves the title as well. =x

I would say that she is practically a co-ruler of PC along with Steve, so without her having the title, things just don't make sense in my opinion :P
