Ok so I have been trying to change the title screen for a little while on my pokemon ruby version. But when I open APE, it loads the ROM ok, but when I go to insert a .pal file it first says "Invalid Palette loaded", and when I try to insert it for a second time it says "Run time error 13 Type mismatch" and closes immediately. There was a thread posted about this but it was for a different program, never got an answer, and is almost 10 years old. So if someone could tell me why it wont insert my .pal file or gimmie some idea why, that would be awesome. I have also left some pictures of the problem.

The error appears yet the pal loads then you have to close it. To apply the .pal, first you'll have to load the .pal and once the error appears, don't close it yet, write down all the palettes of the .pal file that you loaded or simply screenshot it and paste it on paint and re-open APE. And since you got the palettes now, go put the palettes and no needed for loading it.

I have no idea why APE has that error but the method I gave you works that way and everybody does.

Ok so I took your advice but the thing is, only several palletes change, not the entire thing. I have a picture showing what shows up. The only thing that changes color is the pokemon's eyes and part of the collar. Everything else stays red. The offset that allows those two attributes to be changed is (00393210). I think I'm using the wrong title screen offset for ruby, but I haven't a clue what would be the right one. Below will be a picture of the current palletes I'm using from the pal file and what my screen looks like.

then you got to find the right offset. I've never hack ruby so I can't help you with the offset
