Yes it does get happier by haircuts.
Yes it evolves by happiness but remember to evolve/train Eevee at night if you want Umbreon or during the day if you want Espeon.

The hunk is right. Someone was training Eevee and it just turned to the day and they got an Espeion insted of an Umbreon.

Go to Bill's family's house in Goldenrod City. Talk to Bill or someone in his house. You get one from there I am positive.

Yeah Bill gives it to you after you talk to him at Euktaric town or whatever its name is.

As I said, you first need to talk to him at the town where the ghost gym is at.

The "ghost town" I believe would be Ecruteak City.
I'm not sure where you are in the game right now or what you've done yet, so I'll just tell you from start to finish how to get Eevee.
First, go to the Pokemon Center in Ecruteak City. Bill will show up and tell you about his Time Capsule. Now head back to Goldenrod City and over to Bill's House/Bill's Parents House (o_O I'm not sure who's the owner...they all live there...). Then just talk to them to get the Eevee.
You'll also need an open slot in your party.
