Hi, OreoMaster. It's great to see aspiring stall players around here, however stall isn't an easy playstyle to master [I have yet to master it myself] and great synergy is essential between teammates. Don't get me wrong, Obi's Stall team is great, but keep in mind that it was made in the previous generations of Pokemon, and loses some of its effectiveness upon transitioning to the 5th Gen Metagame. Firstly, Rotom-H is no longer a spin blocker, so I suggest you swap that out for a Pokemon like Jellicent, which has access to Recover and can burn powerful physical attackers that switch in. Cofagrigus is another option as a spin blocker, as it's a great Physical wall and probably one of the only true counters to the monster that is Conkeldurr. Mummy is an amazing ability and access to WoW is helpful as well, however, Cofagrigus has no reliable recovery outside of rest and isn't fast enough to utilize Taunt like Jellicent does, on the upside, it can Haze the opponent if they're stat boosting, but it doesn't help with preventing Status and Entry Hazards, which is one reason why Jellicent is highly preferred. On to Blissey, while Wish is a nice move to pass, and could help out Pokemon like Cofagrigus, if you so choose to use it, having both Wish and Softboiled isn't the greatest idea, Blissey traditionally uses Wish and Protect, combined with 2 other moves, so I suggest you do that. Also, I almost always run Calm Blissey, since I rarely ever leave it in on a Physical attack, unless I'm playing mind games with/scouting a Tyranitar that may or may not have Pursuit. Blissey is primarily a special wall and should usually only be in on special attacks, so that's why I traditionally run Calm. Also, you may want to invest in some special attack EVs if you want Ice Beam to be doing any damage, same goes for Flamethrower, which, in my experience, is a much better option, but if you want to keep the EVs as-is, then I suggst you run Seismic Toss. On to Clefable, I suggest you replace that. Clefable isn't really a great defensive mon and was only seen on UU Stall teams in the previous gen, from what I understand. Your Clefable seems like it could be outclassed by the Pokemon Celebi. With Celebi, I suggest you run a set similar to this.

    Celebi @Leftovers
    Modest
    232 HP / 240 SpA / 36 Spe
    -Heal Bell
    -Giga Drain
    -Hidden Power Fire
    -Recover

Alternatively, you could give Blissey Heal Bell over Wish and use a Nasty Plot set:

    Celebi @ Leftovers/Life Orb
    Modest
    252 SpA / 4 SpD / 252 Spe

    Nasty Plot
    Giga Drain/Psychic
    Hidden Power Fire
    Recover/Psychic

The former set is great for support and a pseudo-defensive role, whereas the latter helps take down threats like Gliscor with Celebi's outstanding special attacking capabilities. Next up we have Tentacruel, who was a great Pokemon last generation and still pretty good in this metagame, but it performs best in Rain, since Rain Dish coupled with Black Sludge allows Tentacruel to heal quite a bit each turn. While Tentacruel struggles a bit in Sand, I'm not going to have you change Hippowdon to a Politoed. Instead, you could use Hitmontop as your spinner. It gets a great ability in Intimidate, which allows it to beat Pokemon like Terrakion, use the following set.

    Hitmontop @ Leftovers
    252 HP / 4 Atk / 252 Def
    Impish/Intimidate

    ~ Rapid Spin
    ~ Foresight
    ~ Close Combat
~ Sucker Punch / Stone Edge / Rest

Other than that, I think I'm done here, best of luck. Keep in mind that Rest is quite viable as long as you have a Cleric to wake your mons up quicker and that predicting switch ins and Roaring them out is essential to beating many threats, such as Salamence which can go Mixed.
